​Digital Omnibus: Insights and Implications

​In November 2025, the European Commission put forward the Digital Omnibus, a package aimed at simplifying the EU's digital rulebook. It touches GDPR, the AI Act, ePrivacy, the Data Act, NIS2 and DORA.

​Since then, the two halves have gone in different directions. The AI half was adopted by Council in June 2026. The data half, which includes the GDPR and ePrivacy changes, is still under negotiation, and several of the consent provisions have already been pulled from the Council's working text.

​That leaves most organisations in an awkward position. Some of this is now law. Some of it may never arrive in its current form. And it is genuinely hard to tell which is which from the headlines.

​This session is an attempt to make that clearer.

​The changes most likely to affect how organisations handle personal data, including the definition of personal data itself, breach reporting thresholds, and consent mechanics.
