As nations race to build sovereign AI capability, this plenary dialogue moves beyond algorithms to the physical and financial infrastructure required to scale it, capital, compute, energy, and water. The conversation examines which of these is the true bottleneck today, how governments should treat compute as a strategic national asset, and what makes a sovereign AI infrastructure investment genuinely bankable.

This invite-only Think Tank examines four critical questions: where agentic AI will create the biggest productivity gains and what governments and industries need to do to adopt it; how agentic AI can make smart cities and critical infrastructure safer and more secure while managing the risks of autonomous action; what makes a country or economic zone attractive enough for capital to actually invest once infrastructure requirements are clear; and how to make the system secure, safe, resilient, and accountable as AI agents gain increasing autonomy.
