Early Voting Setup & Daily Procedures

Harris County is offering hands-on training with election equipment and forms, covering everything from setup to closing procedures. These trainings are offered just before the elections so that you can practice and get answers to your questions directly from the County's trainers. 

Harris County Hands On, Election Equipment & Procedures Supplemental Training Class (11 am to 5 pm)
Judges and clerks will be assigned to trainers based on their roles to ensure focused, role-specific instruction. Although the training is designed to go through all the election procedures - from setup through closing, participants can attend according to their schedule. Trainers will begin with setup and go through to closing, 

This class is designed to give clerks and judges practice in all of the responsibilities from setup through closing — so you can complete the process correctly the first time, with confidence. 

We walk through the Early Voting procedures step by step.

Clerks: Take this class if you want to learn:

  • Set up of equipment

  • Opening polls - set up such as placement of documentation, curbside voting, duos, etc

  • Voter qualification - with practice on ePollbooks, SORs, looking up voters if needed, Reinforcement of List A versus List B

  • Simple double-check strategies so each step is done once—no rework

  • Clerk responsibilities and procedures

  • Curbside voting procedures with hands-on practice

  • Coordinating with Judge for handling surrendering mail in ballots, RIDs, Provisional ballot

  • Troubleshooting issues with equipment (at duos, curbside duos, controller-duo issues, and scanners)

  • EV Daily End of Day - suspending of polls and closing the vote center properly.

  • EV Closing Day - closing the polls and putting away equipment properly.

Judges: Take this class if you want to learn:

  • Center Set up - Checklist, roles, requirements, timesheets, set up of equipment

    • How to delegate and pre-assign clerk tasks so you can stay focused on Judge responsibilities

    • Set up of equipment 

  1. Opening polls: VERY Important - provides judges with practice and clarity of these essential procedures.

  2. Checklist
    -  Reinforcement of who to contact for specific questions (documented in election training manual p 7)
    -  Assignment of Clerk tasks, schedules including breaks and rotation of tasks.
    -  Completion of worker information on Judge's ePollBook and paper copy of timesheet
    -  Completion of Oaths of Office
    -  Set up of Controllers, Scans, documenting and storing seals from these and from equipment/supply caddies.
    -  Running Zero tapes
    -  Set up such as placement of documentation, curbside voting, duos, ADA checklist, etc

  3. Voter qualification - with practice on ePollbooks, SORs, looking up voters if needed, Reinforcement of List A versus List B, Processing documentation to surrender mail in ballots, RIDs, Provisional ballots, re-qualifying voters

  4. Curbside voting procedures: Changes in the election laws including processing and completion of required oaths, and rotating clerks to complete curbside voters if possible.

  5. Ensuring the Provisional Voters have the proper Provisional access code processed at the controller (versus a regular access code)

  6. Troubleshooting issues with equipment (at duos, paper jams, curbside duos, controller-duo issues, and scanners)

  7. Maintaining documentation throughout the day to streamline Closing and return of required documentation and supplies at the end of the day.

  8. End of Day Closing Procedures and Documentation

    • Checklist

    • Closing of Poll: ePollbooks, Controllers, Scans, documenting and storing seals for these and equipment caddies.

    • Assignment of Clerk tasks for gathering and putting away equipment properly.

    • Completion of worker information on Judge's ePollBook and paper copy of timesheet and permission to go home.

    • Chain of Custody documentation and signatures required. Running required tapes on Controllers and Scans. 

    • Completion of other required documentation to be returned with supplies. AND clarification of 
          what is NOT returned with supplies and is left stored in sealed equipment caddies.

    • Arrangements for AJ to follow PJ to return supplies (or agreed upon arrangements)

Please bring your 2025-2025 Harris County Elections Manual with you to class for reference, along with post-its and/or whatever you need to take notes.
