Urban Railway in Tokyo Metropolitan Area: Its History and Challenges

Tokyo’s urban railway system is uniquely dense, hyper-punctual, and seamlessly integrated across public and private operators. It supports high ridership with frequent service, shapes polycentric urban development, and thrives on transit-oriented real estate. Its financial sustainability and multimodal connectivity make it a global model for efficient, resilient metropolitan mobility. This presentation talks about the development history of urban railways in Tokyo with its planning system and recent challenges based on presenter’s experiences.

​​About the Speaker

Professor Hironori Kato is a full professor at the Department of Civil Engineering, The University of Tokyo. His main concerns are transportation planning and policy, transportation economics, and transportation in Asian developing region. He has contributed to many governmental advisory and research committees at both the national and local levels in Japan, including urban railway long-term planning in the Tokyo Metropolitan Area.
