Lessons from the First Year of DSA Dispute Settlement
User Rights recently published its first Transparency Report, providing detailed insight into its operations, cooperation with platforms, and the effectiveness of out-of-court dispute settlement (ODS) under Article 21 of the DSA. The report analyses 8,749 proceedings from all 27 EU Member States across TikTok, Instagram, Facebook, LinkedIn, and Pinterest, proposes success metrics for dispute settlement, and raises broader questions about what it takes for ODS to work in practice.
