About Event

This panel explores how frontier AI could destabilize critical financial functions and how the financial system itself can serve as a risk mitigant through better incentives and risk-management templates. Drawing on global and Hong Kong perspectives, our speakers will examine governance strategies for AI in finance, including regulatory innovation, tokenized markets, and the future of legal and financial services.

About the Speakers

Andrew Sutton:

Andrew Sutton is a Visiting Fellow and Research Affiliate at the Oxford Martin AI Governance Initiative, where he is developing AIGI’s work on AI governance and the financial system.

His research focuses on the financial system as an AI risk vector and risk mitigant, including ways in which frontier AI may cause aspects of the financial system to fail (e.g. markets, lending, payments), and ways finance can reduce AI risks, such as by shaping incentives or offering useful templates for risk management.

Andrew is a banker by background, with expertise in technology innovation, risk management and government engagement. He has worked in Brazil, Hong Kong, Taipei, New York, Shanghai and London. He is an affiliate of the Centre for the Governance of AI (GovAI) and a trustee of the London Initiative for Safe AI (LISA). He studied philosophy, politics and economics at Oxford University and business administration at the China Europe International Business School (CEIBS) in Shanghai.

Brian Tang:

Brian Tang is founding executive director of the Law, Innovation, Technology & Entrepreneurship Lab at The University of Hong Kong. Brian’s courses were one of the first from law schools worldwide to incorporate GenAI and is in line with the Law Society of Hong Kong’s 2024 recommendations. He co-authored "Regulating Artificial Intelligence in Finance", and his current wide-ranging research areas cover AI governance, emerging capital markets for tokenized securities and carbon credits, sustainable financing and the role and impact of technology on the future delivery of legal services and education.

Brian is also co-chair of Asia-Pacific Legal Innovation & Technology Association (ALITA), APAC regional board member of Global Alliance of Impact Lawyers and invited member of the Hong Kong Department of Justice Consultation Group on LawTech Development.

Prior to joining HKU, Brian practiced law at international law firms in New York and Australia as well as at a global investment bank in Hong Kong. Brian also led the Regtech initiatives of the Fintech Association of Hong Kong and organized Hong Kong’s first lawtech hackathon. Brian graduated with an LLM from New York University School of Law and BA/LLB from The University of Western Australia.
