Municipal water finance has an origination problem.
Across many cities, households already pay for water through a mix of utility connections, vendors, tankers, boreholes and packaged water. But those payments are often poorly measured, poorly understood and largely invisible to the systems that originate, screen and finance projects.
From Projects to Markets argues for a different starting point: a whole-of-market baseline before project design begins. The framework looks across all providers and service types, making it possible to understand who provides water, who pays, how much, through which channels, and what that means for identifying financeable opportunities.
The report includes a proof-of-concept application in Lagos, showing that this kind of market intelligence can be produced even in a complex, data-sparse city — and that it changes what can be seen.
