This event will feature a presentation based on the State of AI Safety in Singapore report by Concordia AI, followed by a panel discussion with Professor Simon Chesterman (NUS and AI Singapore), Vanessa Wilfred (IMDA), and Brian Tse (Concordia AI). There will be opportunities for networking with refreshments following the event.

Presentation: State of AI Safety in Singapore
The State of AI Safety in Singapore report, published in July 2025, presents the first comprehensive analysis of Singapore’s AI safety ecosystem. It demonstrates how smaller, resource-constrained states like Singapore can still play a meaningful role in shaping emerging AI safety norms, even as global discussions often focus on a few countries developing frontier-scale models. About Speaker
Jonathan is an International AI Governance Project Manager at Concordia AI, and co-author of the State of AI Safety in Singapore report. Based in Singapore, he manages research initiatives and projects that foster international collaboration on AI safety and governance. He brings extensive public sector experience from previous roles in foreign affairs and defense in the Singapore government and has worked with leading AI labs on model fine-tuning.
Moderated Panel Discussion on AI Governance in Singapore
Join Professor Simon Chesterman, Senior Director of AI Governance at AI Singapore, Vanessa Wilfred, Deputy Director (AI Governance & Safety) at the Infocomm Media Development Authority, and Brian Tse, Founder & CEO of Concordia AI, for a conversation on Singapore’s AI governance. Moderated by Kwan Yee Ng, Head of International AI Governance at Concordia AI, the panel will examine how Singapore’s pragmatic, industry-collaborative approach delivers domestic impact, how a small state stays plugged in to global conversations on AI safety, and what’s next for AI governance in Singapore and the wider region.
About Panelists
Simon Chesterman
Simon Chesterman is David Marshall Professor and Vice Provost (Educational Innovation) at the National University of Singapore, where he is also the founding Dean of NUS College. He serves as Senior Director of AI Governance at AI Singapore and Editor of the Asian Journal of International Law. Previously, he was Dean of NUS Law from 2012 to 2022 and Co-President of the Law Schools Global League from 2021 to 2023.
Professor Chesterman is the author or editor of more than twenty books, including We, the Robots? Regulating Artificial Intelligence and the Limits of the Law (2021); One Nation Under Surveillance (2011); You, the People (2004); and Just War or Just Peace? (2001). He has also published papers on AI governance, including Misinformation, Disinformation, and Generative AI: Implications for Perception and Policy (2025); The Evolution of AI Governance (2024); From Ethics to Law: Why, When, and How to Regulate AI (2023); and The Tragedy of AI Governance (2023).
Vanessa Wilfred
Vanessa Wilfred is Deputy Director (AI Governance and Safety) at the Infocomm Media Development Authority of Singapore. She leads the development of AI governance policies to build a trusted ecosystem for AI innovation in Singapore, and is part of the founding team of the Singapore AI Safety Institute. She is also responsible for Singapore’s engagement with international partners on AI collaboration, including with key jurisdictions like US and EU, and at multilateral platforms like ASEAN, OECD and Standards Development Organisations.
Prior to IMDA, Vanessa oversees digital infrastructure and connectivity policies in the Ministry of Communications and Information, and was the team lead for the national 5G network deployment. She spent a year in Cisco Systems working on regulatory issues and data architecture. Vanessa started her career as a diplomat in the Ministry of Foreign Affairs, covering South Asia and Southeast Asia, and was the First Secretary for Political Affairs in the Singapore Embassy in Myanmar. She studied political science and economics at Duke University.
Brian Tse
Brian Tse is Founder and CEO of Concordia AI, a social enterprise dedicated to advancing global AI safety and governance, with offices in Beijing and Singapore. He serves as an AI Governance Advisor to the World AI Conference, an Expert Member of China’s AI Industry Alliance, and is also a Policy Affiliate at the Centre for the Governance of AI. Previously, Brian was a member of the consultative network to the United Nations High-Level Advisory Body on AI, and a Senior Advisor to the Partnership on AI.
