

Climate Era Disruptions in Ontario Schools: Emerging Insights for System Funding Adaptation
This hybrid session shares emerging insights on how climate era disruptions are appearing in school district and school operations across Ontario. It will be of interest to community and education leaders, support staff, parents, students, people working across municipal, health, and related services, and entrepreneurs.
Drawing on climate‑impact data and early records obtained through FOI requests, the session will outline how climate‑era pressures are impacting the capacity of schools to function the way they need to. The session’s format will support focused discussion and participation to develop a narrative about how these conditions are being experienced across the province.
Participation will inform Part Two of a report examining potential updates to Ontario’s per‑pupil funding model.
About the Host: Phil Dawes is an independent advisor and systems architect working at the intersection of climate adaptation, K–12 education, municipal services, and public health. His work focuses on helping people and organizations understand emerging operational pressures and strengthen decision making in the climate era. This session builds on his ongoing applied research into how climate related disruptions are affecting school operations across Ontario and how these insights can inform future funding model discussions.
