The core thematic focus of the roundtable is Governing AI Agents Without Operators. As autonomous AI agents evolve into independent economic actors, traditional banking rails and credit card networks cannot support machine-speed settlement, making Web3 infrastructure and stablecoins the natural execution layer for agentic commerce.
However, delegating economic authority to non-human actors upends traditional governance frameworks built on accountable and licensed entities. Stripping away the operator leaves an immutable, verifiable transaction record, but the regulatory demand for accountability remains fully intact. The urgent dilemma for global supervisors is how to operationalise that accountability against novel systemic risks and high-velocity financial crime. While this represents an exciting technological frontier, it simultaneously introduces unprecedented risks and AI governance issues that global policymakers are actively working to understand and mitigate.
To address this frontier, the Global Finance and Technology Network (GFTN) and the Digital Currencies Governance Group (DCGG) are co-organising this exclusive, closed-door regulatory roundtable. This roundtable is held under the Chatham House Rule (participants may use the information received, but neither identity nor affiliation may be revealed). Seating is capped to ensure an intimate discussion between 14 primary discussants and 50 invited observers.
