Kansai GX Co-Creation Forum

​The Union of Kansai Governments is actively developing a vibrant startup ecosystem across the region. As part of this initiative, the Union will host the "Kansai GX Co-Creation Forum" on Monday, October 5, 2026, as an official side event of the Global Startup EXPO 2026.

​The forum will highlight the strengths of the Kansai Innovation Ecosystem, with a particular focus on local deep-tech and Green Tech startups. Designed to showcase Kansai's robust startup support environment, the event aims to build and strengthen international networks across the global innovation landscape.

​Xinle Su
Xinle Su is a Vice President in Eurazeo’s Future Industries team, where she invests in growth-stage companies across the energy transition, mobility and logistics, industrial solutions, the built environment and critical resources. Prior to Eurazeo, Xinle held investment and operating roles at Altara Ventures, SBI Ven Capital, SoftBank and DENSO. She is a graduate of the University of Tokyo and a CFA charterholder.

​Nobuyuki Oda
President & CEO, Founding Partner at Yanmar Ventures Co., Ltd. Overall lead for startup investments across the Yanmar Group.
Earned both Master's and Ph.D. degrees early from the Graduate School of Science (Department of Material Molecular Science), Osaka City University. Selected as a JSPS Research Fellow (DC1) during doctoral studies. Holds a Ph.D. in Science. Completed the Certificate in Business Excellence at Columbia Business School. Visiting Professor at Tokyo University of Science. Recommendation Committee Member for J-Startup KANSAI.

​Ben Honan
Ben Honan is the investment lead for Climate KIC, Europe’s climate innovation agency and community.
Focusing on financial innovation, Ben and the team have now made more than 100 seed stage investments in cleantech start-ups across Europe and are in the process of launching three new VC funds this year on deep tech, circular economy and carbon removals. Drawing upon his own first-hand experience of natural disasters in Australia, Ben has a passion for using innovation as a way to enable decision makers to take action in the messy middle where the options aren’t clear and the future is deeply uncertain.

​Tadaaki Kimura (Moderator)
Currently serving as the CEO of addlight Inc., an innovation support firm, providing services including "INTRAPRENEURz®"—a comprehensive new business creation support program—and "SUITz®"—a co-creation platform for net-zero initiatives. Has served on numerous committees for government agencies and organizations, including the Cabinet Office and JAXA. Graduated with a Bachelor’s and Master’s degree in Economics from the Faculty and Graduate School of Economics, The University of Tokyo.

​The Importance and Potential for Blue Economy Investment

​Brian Blakely

​Brian Blakely is currently a Lead Investment Officer in the Global Partnerships division of the Inter-American Development Bank Group, based in Tokyo, Japan. Previously, he served as a Lead Investment Officer in IDB Invest’s Infrastructure & Energy Department in Washington, D.C., where he focused on private sector operations, with a particular emphasis on Brazil and Southern Cone countries.

​With over 15 years of experience at the IDB Group, Mr. Blakely has held various roles, including three years as Resource Mobilization Lead Officer for the Energy & Infrastructure Department. Over the past 13 years, he has worked across all sectors of the department, leading 20 projects in energy, transport, water and sanitation, and social infrastructure.

​Mr. Blakely holds a Bachelor's degree in Business Management from North Carolina State University and an MBA from Instituto de Estudios Superiores de la Empresa (IESE) in Barcelona.

​Yusuke Tanaka

​Based on research and development regarding the societal implementation of ocean numerical simulations, he co-founded Ocean Eyes Co., Ltd. with the goal of achieving the sustainable and rapid implementation of R&D outcomes into real economy. Through the development of systems such as a ocean condition information service for fishermen, information systems for supporting coastal fisheries developed in collaboration with local governments, and a service primarily targeting domestic vessels providing the forecast of marine weather and sea condition , he have been working to implement ocean forecast information into real economy and expand its use cases. Currently, through engagement with diverse domestic and international stakeholders—including the solutions for climate change adaptation, the utilization of satellite observation data, exchanges of information, technology, and personnel with academia, information sharing and collaboration with domestic marine-related organizations, and business expansion into Southeast Asia and the Indian Ocean region—He aims to expand the market for Japan’s blue economy and enhance its international presence.

​Moderator Shunji Murakami

​With more than a decade of experience in ocean sustainability and sustainable seafood, Shunji Murakami has led business development, implementation, conservation, and strategic advisory across fisheries, aquaculture, policy, industry, finance, academia, and local communities as the Founder ＆　CEO of UMITO Partners　Inc. His work includes introducing FIPs and AIPs to Japan, advancing fisheries policy reform, traceability and IUU risk analysis, supporting MSC and ASC certification, and advising companies on sustainability-driven business development and new business creation.

​Today, his work spans blue finance, marine biodiversity, nature-positive business, and ocean impact. Drawing on a broad network of investors, corporates, startups, researchers, and industry partners in Japan and globally, he develops new business and investment opportunities across the blue economy. He translates science and on-the-ground insight into investable, scalable models that connect capital, technology, industry, and impact for a regenerative blue economy.

​ベン・ホナン
欧州の気候イノベーション機関・コミュニティ「Climate KIC」の投資部門リーダー。金融イノベーションを専門領域とし、これまでチームとともにヨーロッパ各地のクリーンテック・スタートアップへ100件を超えるシード投資を実行。
オーストラリアで自然災害を身をもって経験したことが、Ben氏の原点にあります。その経験から、答えが見えず先行きも不透明な「混沌とした状況」の中でも、意思決定者が一歩を踏み出せるよう後押しする——そうしたイノベーションのあり方に強い情熱を持っている。

​木村 忠昭 (モデレーター）
現在はイノベーション支援企業である株式会社アドライトの代表として、新規事業化支援総合プログラム「INTRAPRENEURz®(イントレプレナーズ)」や、ネットゼロのための共創プラットフォーム「SUITz®(スーツ)」の提供を行う。内閣府やJAXAをはじめとする行政機関やコミュニティの委員など多数歴任。 東京大学経済学部経済学科、東京大学大学院経済学研究科修士課程卒業。

​米州開発銀行（IDB）グループの日本拠点にてグローバル・パートナーシップ部門にてリード・インベストメント・オフィサーとして勤務。ワシントンD.C.にあるIDB Investのインフラ・エネルギー部門でリード・インベストメント・オフィサーを務め、ブラジルおよびサザンコーン（南米南部）諸国を主に対象とした民間セクター向け事業を担当するなど、IDBグループで15年以上の経験を持つ。エネルギー・インフラ部門の資金動員（リソース・モビライゼーション）リード・オフィサーとしての3年間を含め、多様な役職を歴任。過去13年間にわたり同部門の全分野に携わり、エネルギー、交通、水・衛生、社会インフラの各領域において20のプロジェクトを主導。

​ノースカロライナ州立大学にて経営学の学士号を、スペイン・バルセロナのIESEビジネススクールにてMBA（経営学修士）を取得。

​田中　裕介

​海洋数値シミュレーションの社会実装に関する研究開発をベースに，持続的でスピード感のある研究開発成果の社会実装を目的として，株式会社オーシャンアイズを共同設立．漁業者向けの海況情報提供システム，自治体と共同での沿岸漁業の操業支援情報提供システム，内航船を主ターゲットとした気象海象情報提供サービスなどの開発を通して，海洋環境に関する予測情報の社会実装とユースケースの拡大に取り組んできた．現在は，気候変動適応に関するソリューション開発，衛星観測データの利活用を通じた宇宙セクターとの連携，アカデミアとの情報・技術・人材交流，国内の海洋関連団体との情報交換や連携，東南アジア・インド洋諸国へのビジネス展開など，国内外の多様なステークホルダーとの交流を通じて，日本発のブルーエコノミーの市場拡大と国際的なプレゼンスの向上を目指している。

​村上　春二

​10年以上にわたり海洋サステナビリティおよびサステナブルシーフード分野にリーダーシップポジションで携わり、現在UMITO Partners株式会社の代表取締役として漁業・養殖、政策、産業、金融、研究機関、地域社会を横断して、事業開発、社会実装、環境保全、戦略支援に取り組む。日本へのFIP・AIP導入、水産政策改革、トレーサビリティやIUUリスク分析、MSC・ASC認証支援に加え、サステナビリティを起点とした企業の事業開発や新規事業創出も支援している。

​現在は、ブルーファイナンス、海洋生物多様性、ネイチャーポジティブ、オーシャンインパクトへと活動領域を広げ、国内外の投資家、企業、スタートアップ、研究者、業界関係者とのネットワークを活かしながら、ブルーエコノミーにおける新たな事業・投資機会の創出に取り組む。科学的知見と現場で得られた深い知識を、投資可能でスケーラブルな事業モデルへと転換し、資本・技術・産業・インパクトをつなぐことで、リジェネラティブなブルーエコノミーの実現を目指している。
