As Europe accelerates its digital transformation, digital sovereignty has become more than a policy slogan; it’s a question of how Europe builds, governs, and sustains the digital infrastructure of the future, and how this can be done in line with European values. Yet true sovereignty will not come from closing systems, but from designing openness strategically, and building technologies that are transparent, adaptable, and rooted in European values.
Open Source AI and infrastructure offer a strategic foundation for this vision: They allow governments and businesses to develop, audit, and deploy technologies on their own terms, fostering accountability and innovation while reducing dependence on opaque proprietary systems. Open ecosystems distribute power, increase trust, and enable Europe to shape — rather than simply consume — the next generation of AI technologies.
This Mozilla Mornings session will explore how strategic openness can underpin Europe’s digital sovereignty. It will bring together policymakers, technologists, civil society, and industry to discuss how Europe can strengthen its digital capabilities — not by closing itself off, but by harnessing the power of collaboration and without sacrificing self-determination.
