Despite the headlines, climate rules are on the rise worldwide. But how ambitious, stringent, and comprehensive are they, and to what extent are they being implemented?
Co-hosted by the UN Secretary-General’s Taskforce on Net Zero Policy and the Oxford Climate Policy Monitor, this breakfast event from 8:30-10:30 will look beyond Nationally Determined Contributions to examine how governments are translating net zero targets into concrete policy action.
The discussion will feature insights from the Taskforce’s forthcoming report, which assesses national governments' progress moving from net zero pledges to delivery.
The event will also launch the Oxford Climate Policy Monitor’s 2025 Annual Review, offering an in-depth analysis of emerging trends in climate regulation. Drawing on developments across 37 jurisdictions and six key regulatory domains—including carbon credits, climate-related disclosure, methane abatement, public procurement, prudential rules, and transition planning—the event will highlight how climate governance is evolving in practice.
As the world looks toward COP30 in Belém, Brazil, this joint event provides systematic, comparative insight into how regulatory frameworks are advancing, where gaps remain, and what new rules are on the horizon. It will offer a timely and forward-looking reflection on the state of global climate policy—asking what is needed from both governments and regulators to close the gap between ambition and measurable emissions reductions.
