The Monetary Authority of Singapore (“MAS”) has published its Consultation Paper on Proposed Amendments to the Payment Services Act for Stablecoin Regulation.
The consultation proposes a significant further development of Singapore’s stablecoin regulatory framework, including proposals relating to the licensing and regulation of MAS-regulated stablecoin issuers, prudential and AML/CFT requirements, designated systemic stablecoins, multi-jurisdictional issuance, recognition of foreign-regulated stablecoins, and requirements relating to other stablecoins offered to retail customers.
In response, ACCESS Singapore and the Global FinTech Institute (GFI) are jointly convening an online industry roundtable to gather practical perspectives on the proposals and develop a consolidated industry response to MAS. The roundtable will bring together participants across the stablecoin ecosystem, including global and Singapore-based stablecoin issuers Circle, Tether, Paxos and StraitsX, as well as Banking Circle, which provides banking and settlement infrastructure for stablecoins, to discuss the practical and commercial implications of the proposed framework.
The session, which will be moderated by Grace Chong of Drew & Napier and Chris Holland of HM Strategy including GFI panellist, Daniel Lee of Cactus Custody, will be a working discussion rather than a formal panel and will be conducted under the Chatham House Rule to encourage an open and candid exchange of views. Participants will be invited to share their perspectives, identify common areas of concern and help shape constructive recommendations for MAS. ACCESS Singapore and GFI are also accepting feedback on the consultation until 12 October 2026.
