Removals Between Governments: Scaling Carbon Removal Deals Under Article 6.2
Taking place at the COP31 Finland Pavilion.
Governments have begun trading carbon removal under Article 6.2. Norway and Switzerland signed the first bilateral agreement covering durable removals in 2025, but much of the practical work is still open. This panel looks at how governments can do these deals with integrity, using the methodologies, independent certification and registries that have run in the voluntary market since 2019 rather than writing new rules for every agreement.
