

ISTConversations: Codifying Quantum Talent for Workforce Development
Join the Illinois Science & Technology Coalition (ISTC) for the May installment of ISTConversations as we explore the research methodology used to outline quantum-relevant subject areas, where Illinois’ quantum workforce currently stands, and strategies for sustainable workforce development in an emerging field.
As an evolving, interdisciplinary field, quantum technology ecosystems across the nation have grappled with how to successfully define and monitor the subject areas necessary to prepare people for key quantum roles.
Our featured panelists and their respective organizations have greatly contributed to the production of the ISTC Index Insights Report. The report addresses a key challenge for all ecosystems in monitoring talent production. While rapidly-evolving, quantum information science and engineering does not yet have an easily accessible way to track degrees in specific sub-fields that are preparing people for even the core roles in quantum.
The Index Insights Report will be published in mid-May 2026 and shared out with registered attendees and via ISTC communication channels.

Featured Panelists:
Dr. Meg Bates: Director, Illinois Workforce and Education Research Collaborative (IWERC)
Dr. Meg Bates is an educational researcher with a deep interest in transforming education so it works for all learners. Before joining IWERC, Dr. Bates spent 11 years developing and researching educational innovations at UChicago STEM Education. She led development and research on the widely-used Everyday Mathematics Virtual Learning Community. Her other R&D work spanned the preK-12 spectrum, including projects in elementary math, financial literacy, early childhood, and science. Dr. Bates has published extensively on teacher learning, educational technology, and classroom instruction.
Dr. Emily Easton: Director of Education and Workforce Development, Chicago Quantum Exchange (CQE)
In addition to her work at CQE, Dr. Emily Easton is the co-lead for workforce development at the Illinois Quantum and Microelectronics Park. She leads efforts to build the education and workforce systems needed to support quantum and related advanced technologies, connecting employers, educators, researchers, and public partners to expand access to emerging careers. Dr. Easton‘s work includes new degree and certificate programs, professional education, experiential learning, employer partnerships, and large-scale workforce strategies that prepare students and mid-career professionals for technical and nontechnical roles. With more than 20 years of leadership in education and career development, she has led major grant-funded initiatives and cross-sector collaborations across the Midwest and nationally.
Kate Lindgren: Director of Research and Regional Analysis, Illinois Economic Development Corporation (IEDC).
In her role at IEDC, Kate applies her experience in policy research and state government to drive economic development across the state. Previously, Kate served in the Office of Governor J.B. Pritzker on the budget & economy team. In the Governor’s Office, she assisted the Deputy Governor in the oversight of several state agencies and led the development and implementation of key initiatives like the Illinois Grocery Initiative.
