What’s really driving EV adoption – and what’s getting in the way? From consumer tax credits to critical mineral tariffs, the electric vehicle ecosystem is increasingly shaped by public policy. In this Surge Session, Michael Maten, Director of EV Policy & Regulatory Affairs at General Motors, breaks down the policy landscape influencing everything from infrastructure deployment to supply chain resilience.

Drawing from his 25+ years in automotive strategy and electrification – including global product planning, advanced propulsion systems, and regulatory engagement – Maten will illustrate the powerful mix of “carrots” and “sticks” transforming the EV industry. He’ll also share how GM is navigating these dynamics to build a more robust, innovative, and inclusive EV future.

About the Speaker
Michael Maten is Director of EV Policy & Regulatory Affairs at General Motors, where he leads federal, state, and local policy initiatives that support the company’s expanding EV portfolio. His team focuses on consumer and manufacturing incentives, EV infrastructure, and battery and mineral supply chain development.

A proud U-M alum with a degree in Chemical Engineering and an MBA from the University of Chicago Booth School of Business, Maten has held leadership roles across GM’s global product strategy and electric propulsion teams. He currently serves as Chair of the Indiana EV Product Commission, appointed by the governor to promote EV and battery investment in the region.
