

Heavy-duty vehicles: Closing the gap between regulatory ambition and enabling conditions
This session explores how to bridge the gap between regulatory ambition and the realities of the heavy-duty vehicle (HDV) market, in light of the increasing CO2 targets. While a recent amendment offers limited flexibility, key barriers remain, particularly around infrastructure, cost competitiveness, and fragmented EU policy support.
Focusing on the “enabling conditions gap", the discussion will examine how infrastructure rollout, energy costs, and demand-side measures can improve total cost of ownership for fleet operators. It will also consider how better coordination across infrastructure, energy, and regulatory frameworks can turn ambition into implementation.
